Dynamite Rice

Ingredients
For the Rice:
1 cup uncooked medium-grain white rice (such as Calrose variety)
1 ¼ cups water
3 tablespoons rice vinegar
2 teaspoons white sugar
1 teaspoon kosher salt
1 tablespoon toasted sesame seeds
2 tablespoons bonito flakes (Optional)
1 sheet nori (dried seaweed), cut into thin strips (Optional)
For the Dynamite Topping:
⅔ cup mayonnaise
1 tablespoon soy sauce
½ teaspoon toasted sesame oil
2 tablespoons Sriracha hot sauce
1 cup bay scallops
12 peeled and deveined large shrimp, cut into 1/2-inch pieces
1 pinch cayenne pepper, or to taste
Garnish:
1 dash Sriracha hot sauce, or to taste
1 pinch toasted sesame seeds, or to taste
¼ cup thinly sliced green onions
